Description

Since 1992 Lower Saxony has financed drinking-water protection cooperations between water suppliers and farmers from its groundwater abstraction charge (Wasserentnahmegebühr), anchored in the state water act. In 2023 the model covered 372 drinking-water abstraction areas grouped into 70 cooperations, with about 279,000 ha of farmland (roughly 11% of the state's agricultural area).
Core building blocks are voluntary agreements (compensated measures on farmland) and water-protection advisory services for farmers. Spending on both averaged about EUR 18.1 million a year over 2004–2023 (about EUR 61 per ha), of which about EUR 11.9 million went to voluntary agreements and EUR 6.3 million to advice.
The state environment agency NLWKN reports a farm-gate nitrogen surplus falling from 95 to 27 kg N/ha between 1998 and 2023, and mean nitrate in shallow monitoring wells in the cooperation areas falling from 55 mg/l (2000) to 45 mg/l (2023), mostly before 2009. Flow-weighted raw water stood at about 6 mg/l in 2023, far below the 50 mg/l drinking-water limit.
Cautionary note: 36% of monitoring points still exceeded 50 mg/l in 2023 and levels have barely moved since 2009; the agency itself cites high fertiliser use, grassland conversion, maize and biogas digestate as counter-trends. Causal attribution to the scheme alone is not established.
