Description

Lviv IT Cluster was formally established in 2012 as the first city-level IT cluster in Ukraine, created to coordinate the city's rapidly growing technology sector, bridge academia and industry, and attract international clients. The cluster's 250+ member companies include SoftServe, Intellias, and ELEKS—some of Ukraine's largest technology exporters—alongside dozens of scale-ups and early-stage startups.

The cluster's evidence base is strong. By 2023, the Lviv region's tech sector employed over 51,000 specialists, 41% at Senior level. The broader economic impact of Lviv's tech industry grew from $1.4 billion in 2020 to over $2 billion in 2022. The annual IT Arena conference and its integrated Startup Competition—Ukraine's largest—registered a record 60 semifinalists in 2024, with participants securing $2.255 million in investments and an $85,000 prize fund.

Education and knowledge transfer are central to the cluster's mission. Through the IT Expert initiative, the cluster co-created 19 bachelor's degree programmes at four Lviv universities; in 2023, every second applicant in the Lviv region enrolled in an IT Expert-supported programme. More than 4,500 students are currently enrolled. Since 2015, the cluster's IT Research programme has benchmarked the tech sector's growth with annual data; it is now expanding to all 24 Ukrainian regions as IT Research Ukraine, co-funded by USAID and Ukraine's Ministry of Digital Transformation.

In 2024, despite the ongoing war, Lviv IT Cluster achieved European Cluster Excellence Initiative (ECEI) Bronze Label recognition and launched LEAP EDIH—a European Digital Innovation Hub under the EU's Digital Europe Programme—to accelerate digital transformation of SMEs and the public sector. EU4Digital Facility support underpins the cluster's internationalisation. IT Meets conferences, expanded to Lviv, Ternopil, and Kyiv, attracted over 1,800 participants across 10 events with 115 speakers in 2024.
