MAIA — AMPYME's WhatsApp AI Advisor Grows From a 60-Producer Pilot Toward a National Rural-Business Service in Panama

MAIA ("Mype Asesor Inteligencia Artificial") is a free WhatsApp chatbot that gives Panama's micro, small and medium enterprise owners interactive business advice using AI text and voice recognition. It was launched by the Autoridad de la Micro, Pequeña y Mediana Empresa (AMPYME) with the Ministry of Agricultural Development (MIDA), the Ministry of Labour (MITRADEL) and the National Institute for Professional Training (INADEH), and with technical support from the International Labour Organization (ILO), whose Think.COOP, Start.COOP, Manage.COOP and IMESUN methodology guides feed its advisory content alongside other government resources. It was formally presented on 16 October 2025.
A pilot phase in coffee and vegetable value chains reached 60 rural producers, after which AMPYME set a target of at least 1,000 rural producers nationally during 2025–2026, aiming to make MAIA a permanent public digital service. AMPYME's director general, Raúl Fernández, has framed the tool as support for moving entrepreneurs "from informality to formality." The ILO describes MAIA as following a model already used in Colombia and Peru, with expansion planned to Guatemala; AMPYME cites Panama's roughly 97% MSME share of the country's productive units and 50–60% share of national employment as the policy context.
As of the most recently published figures, no income, formalisation or productivity outcome data has been released; the 60-producer and 1,000-producer figures are reach targets, not measured impact, and independent (non-governmental, non-ILO) reporting specifically on MAIA is limited.
