SE11Sunne is a rural municipality in west Sweden with sparsely distributed households. Many older people in Sweden live their lives completely offline, which is a growing challenge as more welfare services move online. The project combined a municipality/Telia Company infrastructure upgrade with a community training concept in which 12-year-olds taught older residents to become 'More Digital'.
Firstly, a joint collaboration between the municipality and Telia Company to digitalise the area and equip Sunne with future-proof digital infrastructure; secondly, to reduce digital exclusion among seniors.
Telia replaced the old copper network with fibre and mobile networks across the municipality. In parallel, teenagers ran public workshops training senior inhabitants in key digital skills, creating a safe space for seniors to learn, ask questions and explore new technology.
The percentage of households in Sunne connected with fibre increased from 0.5% to 100%, with download speeds of up to 1 Gbps now available to all local inhabitants; around 5,000 households were connected. Practitioner evidence suggests the workshops increased participants' confidence and enthusiasm for using ICT and online opportunities.
The training component was judged easy to replicate: by November 2019 the model had been implemented in four municipalities, with 31 more in the pipeline, three of these in Norway.
