Description

The Nationaal Programma Rotterdam Zuid (NPRZ) started in 2011 as a 20-year partnership between the Dutch government, the municipality of Rotterdam, housing corporations, healthcare institutions, school boards, businesses and residents. Its goal is to bring education level, labour-force participation and housing quality in Rotterdam-Zuid up to the average of Utrecht, The Hague, Amsterdam and the rest of Rotterdam by 2030, with additional work on safety and culture.
Reported monitoring shows the educational gap with the G4 cities narrowing and an absolute fall in the number of people on social benefits; researchers cited in municipal and press summaries describe the ten-year results as reasonably close to the ambition of one quarter of the goals, but fragile. Property values (WOZ) tripled between 2013 and 2023.
Evidence caveats are substantial. An Erasmus University Rotterdam researcher (Gijs Custers) notes that no control group was set up, that the extended learning time programme (10 extra teaching hours a week) shows no clear positive impact on primary-school final recommendations, and that the nationwide replacement of the Cito test complicates assessment. Averages also hide disparities: new expensive apartments attract outside residents rather than locals, and social climbers from Zuid earn less than those from Rotterdam-Noord, creating sharp internal divides.
