Piloted at Hospital Kuala Lumpur in 1994 and mandated nationwide by a 1996 Ministry of Health circular, Malaysia's OSCC places medical, police, legal and shelter referral under one hospital roof for survivors of rape, domestic violence and child abuse.
The One Stop Crisis Centre (OSCC) model began as a pilot at Hospital Kuala Lumpur in 1994, championed by emergency-department clinicians and women's NGOs who found that survivors of rape, domestic violence and child abuse were being shunted between separate medical, police and welfare offices. A 1996 Ministry of Health circular made OSCCs mandatory in state hospitals, with district hospitals following in 1997; by then roughly 90% of Malaysian government hospitals operated an OSCC inside their emergency departments.
Hospital-level case registers show sustained caseloads: Hospital Kuala Lumpur's OSCC recorded 1,099 rape cases, 1,851 intimate-partner-violence cases and 160 child-abuse cases in 2005, rising to 1,454 rape, 2,159 IPV and 214 child-abuse cases in 2006.
An independent academic policy analysis of the scale-up found real limits alongside the achievement: once the founding coalition between women's groups and health professionals weakened, many OSCCs were "physically there but then... not staffed," for lack of dedicated funding, and services drifted toward a narrower medical focus with less attention to survivors' non-medical needs. The model remains Malaysia's standard hospital response to gender-based violence and has been studied as a reference case for other countries introducing one-stop models.
