Description

Nepal's Ministry of Health and Population established hospital-based One-Stop Crisis Management Centres (OCMCs) in 2011 to give survivors of gender-based violence integrated access to medical treatment, psychosocial counselling, legal aid, and referral to police and shelter services in a single location, reducing the number of separate offices a survivor must navigate after an assault.
By 2023 the network had grown to 88 OCMCs across 77 of Nepal's districts, according to the Ministry's annual report, with a 2024 national conference bringing together over 400 frontline providers from 92 centres - evidence of sustained institutional investment over more than a decade.
Independent assessments tell a more mixed story. A peer-reviewed readiness study of hospital-based GBV services found that only 2 psychiatrists or psychologists were available across the 28 facilities studied, that OCMCs frequently operate below their sanctioned staffing of three nurses per centre, and that referral links to police and legal services remain weak at peripheral facilities. The model demonstrates that a government can build near-universal geographic coverage for GBV survivor services relatively quickly; it also shows that coverage without matching investment in specialist staffing leaves care fragmented at the point of most need.
