Description

Following France's 2019 Grenelle des violences conjugales, the ministry responsible for gender equality launched calls for projects in 2020 and 2021 to establish Centres de prise en charge des auteurs de violences conjugales (CPCA) — perpetrator-care centres — resulting in a network of 30 centres covering mainland France and its overseas territories by 2022.
CPCAs provide individualised, multidisciplinary follow-up for people who have committed intimate-partner violence, whether referred by courts or attending voluntarily: risk assessment, psychological or addiction care, professional and social reintegration support, and group work or discussion circles.
Between 2021 and the end of 2024 the network received 66,694 people; in 2024 alone, 21,856 people were taken into care, a 57% increase since 2022. Government funding rose alongside demand, with each centre receiving a flat subsidy of €156,096 in 2024 (about €4.7 million in total) plus €1.06 million in supplementary credits.
A three-year evaluation piloted by the ministry, drawing on centres' activity reports and a research-action partnership with the universities of Tours and Laval (Quebec), concluded that perpetrator care had genuinely improved and become more consistent nationwide — though the evaluation is descriptive rather than a controlled study of individual reoffending outcomes.
