Context

In its November 2020 pandemic-recovery budget, the Government of Ontario committed CAD 59.5 million over three years to a Micro-credentials Strategy, run through the Ministry of Colleges and Universities and administered by eCampusOntario, a consortium of the province's 53 publicly funded colleges, universities and Indigenous Institutes.

Objectives

Build a quality-assured, government-recognised catalogue of short, stackable credentials responsive to employer and community skill needs, including AI-specific offerings for job seekers, working learners and educators.

Activities

Durham College's AI Hub, with eCampusOntario, launched a free 'Artificial Intelligence (AI) Fundamentals' series in February 2026: seven bilingual (English/French) modules of 20-30 minutes each, built to WCAG 2.0 AA accessibility standard, covering how AI works, predictive versus generative AI, hands-on tool use, responsible AI, data privacy, and AI-generated content/IP issues. Conestoga College separately offers 'Artificial Intelligence and its Impact on Teaching' (M1120), a six-hour, one-credit, stackable micro-credential for post-secondary educators.

Results

A further CAD 15 million Micro-credentials Challenge Fund (2021) supported 65+ projects and 300+ new credentials; cumulative provincial investment now exceeds CAD 60 million and the Ontario Micro-credentials Portal lists roughly 3,000 approved micro-credentials. No enrolment or completion figures specific to either AI credential were found. HEQCO's independent 2021 evaluation (surveying 201 employers, 2,000 working-age adults and 161 institutional staff) and its 2024 follow-up both concluded that Ontario's micro-credentials mostly repackage existing continuing-education offerings, show inconsistent employer recognition, and lack clear evidence of improved equity of access or labour-market returns.

Conclusions

A well-funded, publicly quality-assured infrastructure with genuinely relevant, accessibly designed AI content, set against an independent evaluator's explicit finding that province-wide outcomes remain unproven.
