Context
Khorog, the remote capital of Tajikistan's Gorno-Badakhshan Autonomous Region, has long struggled with high youth unemployment, with 49% of young women there classified as not in education, employment or training versus 7% of young men.
Activities
Since 2017 the local NGO Pamir Innovation Hub, with UNICEF, Tajikistan's Ministry of Labour and EU funding, has run an 'Impact Sourcing' model training disadvantaged young people in demand-driven digital skills and connecting them to remote employers abroad.
Results
A first cohort of more than 80 young people completed training, and a further 83 were trained and placed by 2019; one graduate founded Data Entry Center, which now serves 500+ US businesses and employs 45 young people aged 22-35.
Conclusions
The model has since expanded to a further Remote Job Center in Shugnan district and the Pamir Tech Park, though the initiative reaches only a small fraction of Khorog's NEET youth population.
