Panama's government innovation agency AIG says it used AI-assisted development to build the digital fuel-subsidy platform in three weeks for $45,000, versus roughly ten months and $5 million for a prior comparable system; independent press count over a million monthly transaction
Panama's Autoridad Nacional para la Innovación Gubernamental (AIG) built the 'Panamá Conecta' fuel-subsidy registration and validation platform to give selective and collective transport drivers access to subsidised 91/95-octane petrol and diesel; the subsidy phase covered here launched 15 April 2026.
To register and validate driver eligibility for subsidised fuel quickly and at national scale using AI-assisted software development.
At Panama's first National AI Forum on 21 May 2026, AIG administrator Adolfo Fábrega said the platform was built in three weeks for about $45,000, compared with roughly ten months and $5 million for a functionally similar system built the conventional way — a claim reported by multiple Panamanian outlets but not independently audited, and AIG did not name the earlier comparison system.
Within its first month, La Estrella and Infobae independently reported the platform processing roughly one million transactions from about 60,000 registered users, through more than 700 participating fuel stations, covering close to 45,000 vehicles, with the subsidy running at around $10 million a month in public spending.
The case combines a striking, single-source efficiency claim (treat cautiously) with independently verified, large-scale operational uptake — a useful, honestly-labelled example of AI-assisted public-sector software delivery reaching real citizens quickly, while flagging that the headline savings figure rests on the government's own unaudited comparison.
