Description

An OSCE-commissioned gender analysis of Montenegro's rural economy found that while 65% of rural women work on family farms, only 13% hold land ownership titles — a gap the Parliamentary Committee on Gender Equality cited when it proposed testing gender-responsive budgeting in the agriculture sector.
On 26 November 2019 the Ministry of Finance and the Ministry of Agriculture and Rural Development, supported by the OSCE Mission to Montenegro, announced that GRB would become part of the agro-budget cycle, integrated into the programme-budget framework Montenegro had begun rolling out in early 2019; the State Budget Directorate described GRB as intended to be "an integral part of the programme budget and its entire cycle."
A 2024 UN Women stock-take of GRB across Montenegro found gender budget statements, budget circulars, ex-ante gender-impact assessments and citizens' budgets already in use in places, but flagged systematic monitoring, performance audits and ex-post evaluation as still weak nationally.
No published results from the agriculture-ministry pilot itself were located; it is included here as a concrete, data-driven example of GRB being extended into a new sector, not as a proven-impact case.
