Gdynia became the first Polish city to put PLLuM, the state-backed Polish AI model, to work — powering a resident search engine for its Public Information Bulletin and a city chatbot, under an October 2025 deal with the government's NASK-led HIVE AI consortium.
Gdynia, a coastal city of about 245,000 people, has a history of early local-government tech adoption: Poland's first municipal chatbot (2012), first municipal voicebot (2021), and an upgraded Public Information Bulletin (BIP) search engine in spring 2024. On 1 October 2025 the city signed an agreement with the HIVE AI consortium — led by the state research institute NASK and including AGH University of Science and Technology, the Polish Academy of Sciences' Institute of Computer Science, and other public research bodies — to deploy PLLuM, Poland's state-funded large language model, in city services.
PLLuM is being used to power Gdynia's municipal chatbot and to let residents search the BIP archive — council interpellations, administrative procedures and official documents — using natural-language queries instead of exact keyword matches. City officials also use PLLuM-based tools internally to search records and prepare responses faster. Poznań adopted a similar deployment shortly after, and the Ministry of Digital Affairs has cited Gdynia's pilot as a model for other Polish local governments; PLLuM also powers a separate assistant inside the national mObywatel digital-identity app, used by millions of residents for unrelated services.
As of a January 2026 project update, NASK's director described the Gdynia and Poznań deployments as still 'at its beginning,' with no usage statistics, resident-satisfaction figures, or measured time savings published for either city. The practice is a live, government-run deployment of a sovereign national AI model rather than a vendor pilot, but its impact remains undocumented.
