Context

Zimbabwe's Postal and Telecommunications Regulatory Authority (POTRAZ) has developed a national network of Community Information Centres (CICs) since 2016 as the backbone of the country's digital inclusion strategy, providing internet access points in underserved rural and peri-urban communities.

Activities

By March 2024, 182 CICs had been commissioned, with 20 more under construction. In an infrastructure upgrade, 98 centres were converted to 'Digital Centres' with Starlink satellite broadband and 59 were solarised for continuous operation independent of unreliable grid electricity. POTRAZ has also distributed more than 25,000 computers to over 1,400 schools nationwide in partnership with the Internet Society of Zimbabwe.

Results

The LONDA 2023 report (Paradigm HQ) acknowledges the scale of infrastructure deployment but finds that CIC usage is limited by low digital literacy in surrounding communities, limited device access at Wi-Fi-only sites, and long travel distances. An IJRISS academic case study (2021) on Chinhoyi found CICs contributed to community development trajectories, though with significant local variation. Freedom House's Freedom on the Net 2024 report separately notes ongoing government control over internet content and infrastructure in Zimbabwe.

Conclusions

POTRAZ's Digital Centres represent a substantial commitment to access infrastructure, but independently measured improvements in community digital literacy are not yet documented.
