Context

Since 2019, Azerbaijan's State Social Protection Fund (SSPF), under the Ministry of Labour and Social Protection of the Population, has run a big-data/AI matching system integrated with the national e-government platform that cross-references SSPF and partner-ministry databases across more than 15 agencies to proactively identify citizens eligible for pensions, disability support or low-income benefits and assign or notify them automatically, without requiring an application.

To shift from citizen-initiated applications to proactive, automatic identification and assignment of eligible benefits.

Results

Per OECD OPSI, proactive-assignment coverage grew from 7% of cases in 2020 to 72% by 2023; by 2022, 72% of beneficiaries were assigned benefits the same day eligibility was established. OECD also reports a 60% reduction in processing time, a 40% decrease in operational costs, a 75% reduction in human errors, over 600,000 individuals served, USD 4.2 billion distributed, and 98% citizen satisfaction. A separate GovInsider account, based on a single interview with an SSPF official and not independently cross-verified, additionally reports a 98% increase in case-resolution rates, a 70% decline in complaints, an 88% decrease in court-related disputes, 71 million portal visits and 1.5 million registered users on the associated e-government social portal.

Conclusions

OECD is explicit about real limitations: data-integration complexity across 15+ agencies, staff resistance to new processes, training deficiencies, technical setbacks such as server overloads, and ongoing risks around data privacy, digital inequality and resource constraints.
