Kazakhstan's Digital Family Card, developed with UNDP support and rolled out nationally from 1 January 2023 (after a September 2022 pilot), integrates data from 20+ government agencies across 100+ socio-economic indicators to proactively score household vulnerability and trigger delivery of social benefits via SMS consent and direct bank deposit, without citizens needing to apply.
By mid-2024 the system had mapped all 5.9 million families in Kazakhstan across 17 regions and three metropolises, with more than 2.2 million social services proactively delivered since launch, including 263,000 people who accessed benefits proactively in 2024 alone. The programme won the GovTech Prize (Inclusive Digital Transformation category) at the 2024 World Government Summit.
