Context

Repat Armenia Foundation was founded in Yerevan in August 2012 by twelve diaspora Armenians and repatriates, and has been funded since 2019 primarily by the H. Hovnanian Family Foundation. It supports diaspora Armenians relocating to and integrating in Armenia through personalised consultations, a jobs platform (staff.am), Armenian-language courses, community events, and a health-insurance package.

Activities

Core programming includes the 'Armenia Works 4U' employment-support programme, 'Imagine Armenia' community forums, and a 2021-2022 pilot employment-support programme for Armenians relocating from Lebanon, Russia, Ukraine and Belarus.

Results

Per ARMENPRESS (February 2023), 2022 activity included over 400 employment consultations, 35 integration events (roughly 650 combined participants), 148 medical-insurance subscribers and 470 new online-membership sign-ups. The 2021-2022 pilot programme moved 58 participants to Armenia, of whom 48 remained resident and employed or self-employed, and the foundation's community has grown to over 12,000 members.

Conclusions

A peer-reviewed study (Macková & Harmáček, 2019) finds that of roughly 65,000 people who returned to Armenia since the early 1990s, only about 35,000 remained long-term, with employment and economic conditions cited by 52% of survey respondents as the primary reintegration barrier; independent reporting also attributes much of the recent repatriation surge to regional shocks (the 2020 Artsakh war, the 2022 Russia-Ukraine war) rather than to NGO programming alone.

Conditions for success

  • Personalised consultations, jobs platform (staff.am), Armenian-language courses and a health-insurance package tailored to repatriates
  • Primary funding partnership since 2019 with the H. Hovnanian Family Foundation
  • Documented partnership with the government's Diaspora.gov.am Repatriation and Integration Center

Common failure modes

  • Peer-reviewed research finds only about half of Armenia's post-1990s returnees remain long-term, with employment/economic conditions the leading reintegration barrier
  • Reliance on a single primary donor since 2019 is a funding-concentration risk
