Riicht Eraus, run by the Luxembourg Red Cross since 2004, counsels people who use violence against a partner or family member. Under Luxembourg's Domestic Violence Act of 2013, anyone evicted from the family home by police for domestic violence must contact Riicht Eraus within 14 days.
Results
In 2023 the service processed 483 cases: 236 following a police eviction, 148 on judicial referral and 99 on a voluntary basis. Perpetrators were 87.2% male and 12.8% female, and 52 of the eviction cases involved someone ordered to leave the home for a repeat offence that year.
Conclusions
The Council of Europe's GREVIO monitoring body has welcomed Luxembourg's eviction-linked perpetrator work, and the government is now proposing to make continued engagement compulsory, with sanctions for those who refuse or drop out -- an acknowledgement that voluntary follow-through is currently incomplete. No published recidivism or behaviour-change outcome study was found; the 52 repeat-eviction cases point to real limits on current effectiveness.
