Context

From July 2023 to September 2024, the Supreme Court of the Philippines piloted Scriptix, a commercial AI voice-to-text transcription platform, in the anti-graft court Sandiganbayan and 41 first- and second-level trial courts, to relieve overworked stenographers and speed case-record production.

Objectives

The pilot tested whether AI transcription could cut the time and improve the accuracy of court transcription, including handling mixed Tagalog-English ('Taglish') courtroom speech.

Activities

Stenographers in the 42 participating courts used Scriptix for transcription, with reported accuracy improving as they gained experience with the tool. Following the pilot, the Supreme Court En Banc issued a resolution (1 October 2024) authorising nationwide rollout, and the Court proceeded to procure licenses for judiciary-wide deployment.

Results

Participating courts reported an average 50% reduction in transcription time (up to 80% in some courts), and transcription accuracy improved from about 70% to as high as 90–95%.

Conclusions

The Supreme Court has not published a detailed public audit of transcription error patterns or a data-protection impact assessment, and independent, non-judiciary verification of the figures is limited to the Court's own communications and domestic media.

Implementation

Indicative cost
Medium (€50k–€500k) — Commercial SaaS-style licensing of the Scriptix platform; costs not publicly disclosed.
Time to results
Medium (1–3 years) — 14-month pilot July 2023–September 2024; nationwide rollout authorised October 2024, with judiciary-wide licensing proceeding through 2026.
Staffing & skills
Supreme Court of the Philippines / Office of the Court Administrator (OCA) as programme owner, Court stenographers in the Sandiganbayan and 41 trial courts using the tool

Conditions for success

  • A formal Supreme Court En Banc resolution and OCA circular providing the legal/administrative basis for rollout
  • Stenographers gaining hands-on experience with the tool, described as improving accuracy over the pilot
  • Procurement of commercial licenses to move from pilot to judiciary-wide deployment

Common failure modes

  • No published audit of transcription error patterns or a data-protection impact assessment for the proprietary tool
  • Reported figures come only from the Court's own communications, without independent non-judiciary verification
