Description

Songdo International Business District was developed from 2002 on 600 hectares (1,500 acres) of reclaimed land on Incheon's waterfront, 65 km southwest of Seoul, as a roughly $40 billion joint venture between US developer Gale International, South Korea's POSCO E&C, and the Incheon Free Economic Zone Authority, with Cisco as technology partner.

The district was equipped with around 500,000 sensors feeding a centralized Incheon Integrated Operations Center, which monitors traffic signals, energy and water use via smart meters, and an automated pneumatic waste-collection network that also redirects processing heat to residential buildings.

Independent researchers have been sharply critical of the results. Columbia University sociologist Saskia Sassen described Songdo as a 'self-contained complex system' that neglects resident agency, calling it 'a controlled space where not much can be changed.' Urban technology writer Anthony Townsend said the project's approach was 'too top-down, too corporate,' adding developers 'tried to out-Disney Disney.' Cisco's flagship TelePresence rollout was itself made obsolete by the rise of the smartphone shortly after deployment.

A 2025 retrospective marking two decades since groundbreaking found the same critiques persist: slower-than-planned population growth, a city many residents still describe as 'cold', and centralized systems that researchers say are too rigid to evolve with organic urban growth. Songdo remains occupied and operating, and is documented across multiple independent case studies (IADB, academic journals, urban-tech researchers) as one of the most closely studied smart-city experiments worldwide — valuable precisely because of what it shows does not work as intended.
