In April 2026 the PEFA Secretariat, applying its nine-indicator Supplementary Framework for Gender-Responsive Public Financial Management (GRPFM) — the same framework previously used in Georgia and Norway — assessed Tanzania's budget cycle, consulting Ministries, Departments and Agencies (MDAs) on how gender is addressed from budget preparation through to reporting.
The assessment found that sex-disaggregated output data already appears in several service-delivery ministries' budget speeches and annual reports for FY2024/25, and that some capacity-building on gender-responsive budgeting (GRB) has taken place. However, it explicitly found this capacity-building "non-systematic" and not embedded in a government-wide programme, and identified no structured evaluations linking programme outputs to gender-equality outcomes.
In August 2026, Finance Minister Ambassador Khamis Mussa Omar, with UN Women Tanzania, publicly committed to deepen gender integration into fiscal policy, consider adopting a formal Gender Budget Statement, and build a gender-budget tagging system aligned with SDG indicator 5.c.1 — stressing that future evaluation must measure "results achieved," not just allocations.
This is a diagnostic-and-commitment stage, not yet an evaluated reform: at the time of the assessment there was no structured evidence of gender-equality outcomes, and the 2026/27 budget cycle is the first to test whether the government's commitments translate into practice.
