Technology Park Ljubljana — Slovenia's first public-private innovation ecosystem

Technology Park Ljubljana (TP LJ) was established in 1995 as Slovenia's first public-private partnership — initiated by public bodies, national research institutes, and leading ICT and pharmaceutical companies — with the mission to commercialise knowledge and develop high-tech entrepreneurship.

Scale: the park brings together 300+ companies and innovative teams employing 1,500+ professionals in a 75,000 m² campus across two locations in Ljubljana. Sector focus spans ICT, cleantech, industrial technologies, life sciences, creative industries, automation, health/medicine, and new materials. Key alumni include Cosylab (control systems, exported to CERN and other nuclear facilities), Elaphe (in-wheel electric motors), and XLAB (cloud computing).

Programmes: the park co-invests in 60+ startups per year in partnership with Slovenia's Ministry of Economy and the Slovene Enterprise Fund, with total annual investment exceeding €3.5 million. The park was the most successful EU partner for Erasmus exchanges for young entrepreneurs in 2022. TP LJ is recognised as a best-practice example by IASP (International Association of Science Parks) and the European Commission. In 2023, its director was elected president of the IASP European division.

Why it is a good practice: TP LJ demonstrates how a small capital city (Ljubljana, ~300,000 inhabitants) can anchor a knowledge-economy transformation through a sustained PPP innovation campus, with 29 years of continuous operation and consistent international recognition.
