TechPark CV — Cabo Verde's National Digital Economy Hub

TechPark CV is Cabo Verde's flagship digital-economy infrastructure, financed at EUR 51.85 million with EUR 45.5 million from the African Development Bank. Operations began in November 2023 at the Praia campus, with an official inauguration on 5-6 May 2025 that also marked the launch of a second campus in Mindelo.
By the time of its 18-month review, the Praia campus had reached full occupancy of its 52 office spaces, hosting 23 companies from 7 countries and employing 311 young professionals; operational revenue had grown more than 4,300% since opening. The newer Mindelo campus, still ramping up, hosted 10 companies from 4 countries at 80% occupancy of its 25 spaces, employing 125 professionals.
Training activity scaled from just 6 programmes in 2023 to 50 in the first quarter of 2025, upskilling 2,769 people in fields such as artificial intelligence, cybersecurity and software development. The government's stated goal is to create up to 1,500 high-value jobs and raise the digital economy's share of GDP from around 7% to 25%.
As an 18-month-old initiative, TechPark CV's growth figures come from the operator, the Cabo Verdean government and AfDB press communications rather than an independent audit, and its financial sustainability beyond the initial AfDB-financed capital phase has not yet been demonstrated.
