Description

telli is a school AI chatbot developed by the FWU (Medieninstitut der Länder) within the cross-Länder project AIS (Adaptives Intelligentes System). It is provided free of charge to schools, runs on servers in Germany/the EU, does not pass usage data to third parties and does not use it to train models.
In Niedersachsen it was piloted with 30 schools and 4 teacher-training seminars, then launched statewide on 13 February 2026 inside the Niedersächsische Bildungscloud; it connects to several language models (GPT, Llama and Mistral variants) and has been open source since 2024. Teachers in the pilot reported both opportunities and needs, such as more languages for foreign-language teaching and better control mechanisms.
In Saarland, six pilot schools tested telli from early November 2025 and it was activated for all schools on 26 November 2025; teachers must complete a certification course covering legal, technical and pedagogical foundations before use, and the Bildungscampus Saarland offers more than 80 support events in the school year. Teachers use it to adapt materials, build structured explanations and simulate historical figures via QR codes.
The software hub lists all 16 Länder as covered and a pilot phase through June 2026; trade press reported about half of the Länder had adopted it or were introducing it by September 2025. No learning-outcome evaluation has been published, so the evidence is on governance and adoption, not impact.
