In Nov 2024 The Bahamas refinanced $300M of external debt with IDB, Builders Vision and AXA XL guarantees, unlocking $124M over 15 years for a Protected Areas Fund managing 6.8M hectares of marine protected areas and mangrove restoration.
In November 2024, the Government of The Bahamas partnered with The Nature Conservancy (TNC), the Inter-American Development Bank (IDB), Standard Chartered, Builders Vision and AXA XL to refinance $300 million of external commercial debt (Eurobonds and a commercial loan) with a lower-cost $300 million loan, backed by a $200 million IDB guarantee, a $70 million Builders Vision guarantee and $30 million of AXA XL credit insurance.
The refinancing unlocks an estimated $124 million in savings over 15 years, plus roughly $8 million in projected endowment returns, channelled into a new Bahamas Protected Areas Fund. The fund finances management of the country's marine protected areas — already covering more than 17% of nearshore waters and 6.8 million hectares — plus mangrove restoration and climate-resilience work; a conservation endowment is projected to reach $20 million by 2039 and continue funding activities after the deal's 15-year term ends.
This is TNC's fifth "Nature Bond" debt conversion, following Seychelles (2016), Belize (2021), Barbados (2022) and Gabon (2023), giving the structure a track record elsewhere. The Bahamas programme itself launched in November 2024, so its financial architecture is well documented but ecological outcomes are not yet independently measurable.
