TIPKO — Slovenia's Court Speech-to-Text Pilot Scaled Nationwide with EU Recovery Funding

TIPKO is an automatic speech-to-text tool piloted at Ljubljana District Court from April 2022 to transcribe courtroom audio, with court staff correcting a machine-generated first draft rather than typing verbatim from scratch.

The pilot's stated goal was to cut manual transcription time from roughly four hours per hour of audio toward about one hour, while keeping a human clerk responsible for correcting every transcript before it becomes an official court record.

Following the pilot, the tool was folded into Slovenian courts' regular work process and, funded through the EU's Recovery and Resilience Facility, expanded nationwide — active as of October 2025.

The European Commission's AccessibleEU Centre and Slovenia's national press agency STA both independently confirm the deployment and report a roughly two-fold speedup on transcription-heavy tasks; both accounts are referenced again in the OECD's 2026 Digital Government Scan of Slovenia.

No court, ministry or independent researcher has published a formal accuracy or error-rate figure for TIPKO's transcriptions. The system remains explicitly framed as a human-in-the-loop drafting aid rather than an autonomous transcription authority.
