Description

Founded on 3 August 1998 as CASTI and now operating as TODAI TLO, Ltd., this was Japan's first government-approved university technology-licensing organization (TLO), based at the University of Tokyo's Hongo campus. It licenses university-generated patents to industry across all fields of science and engineering.

By fiscal year 2023 (year ending March 2024), the University of Tokyo held 2,459 domestic and 2,510 international patents, with 5,725 patents licensed (4,129 of them actively earning revenue), generating ¥9,114,176 thousand (~¥9.1 billion, roughly $60 million) in IP licensing revenue for the year. Over its 25-year history, TODAI TLO has signed contracts with more than 2,000 companies.

Japan's TLO system as a whole has historically struggled with far lower royalty income than US peers: a peer-reviewed study found the country's 35 approved TLOs earned just ¥107 million cumulatively as of 2003, averaging roughly ¥1.7 million per license, and a 2022 legal-industry review still describes the sector as immature with a shortage of trained technology-transfer staff. TODAI TLO's own trajectory shows steady growth, but from a historically low national base.

Its longevity, government-recognized status, and detailed public financial disclosure make it a credible reference model for university technology-transfer offices, particularly in systems where TLOs are still building institutional capacity.
