UNESCO–KIX Africa 21 Launches Côte d'Ivoire's National AI Competency Framework for Teachers and Students

On 15–17 September 2025, Côte d'Ivoire's Ministry of National Education and Literacy (MENA), with UNESCO, the International Organisation of La Francophonie's IFEF and the GPE KIX Africa 21 Hub (a knowledge-exchange programme of the Global Partnership for Education, managed by Canada's International Development Research Centre), held the first workshop of a pilot project on digital and AI competency frameworks in education, in Yamoussoukro. Delegations from Benin and Senegal also attended, as Côte d'Ivoire, Benin, Burundi and Senegal are the four pilot countries in this francophone-Africa initiative.

According to the Ministry's own account, the workshop's aim was to establish 'an institutional framework for integrating AI into pedagogical practices while respecting national and international standards' — described by officials as new territory, since few countries have attempted a government-led AI competency framework for schools. Participants worked toward guidelines covering technological mastery, innovative pedagogy, digital citizenship and ethical understanding. The initiative is explicitly anchored in Côte d'Ivoire's National Education Digitalisation Strategy (SNDECI, 2024–2028) and follows recommendations from the country's National Education States General Assembly (EGENA). A parallel pillar of the wider four-country programme is translating digital learning resources into national and local languages to support literacy and inclusion.

The Ministry's own report frames this as the opening step of a broader regional movement, with the next workshop scheduled for Benin.

Caveat: as of the most recent public reporting, the initiative remains at the framework-development and teacher/official-engagement stage. No classroom deployment or learning-outcome data has yet been published; its documented value so far is national-policy grounding and early capacity-building, not measured learning gains.
