Context

Luxembourg adapted Finland's free 'Elements of AI' MOOC, originally created by MinnaLearn and the University of Helsinki, into a national digital-literacy programme delivered jointly by Innovative Initiatives, the University of Luxembourg and the Ministry of Education, Children and Youth.

Objectives

The hybrid, 8-week course combines self-paced online modules with in-person support groups, with the government's stated ambition of eventually enrolling the equivalent of 1% of Luxembourg's population.

Activities

The National Institute of Training and Education (IFEN) has woven AI topics into ICT teacher-training since March 2023, running dedicated 'Elements of AI' support groups and shorter modules for teachers alongside a January 2024 'Empowering Teachers in the Age of AI' conference.

Results

The third national edition, running 23 April to 7 June 2024, reported a near gender-balanced cohort of about 52% women and 48% men, and Luxembourg's 2023 teacher digital-competence framework was updated to include AI and data-literacy competences.

Conclusions

Graduates who pass the final exam receive a University of Luxembourg certificate, but public reporting does not include pre/post learning assessments or the total number of teachers who completed the course, so the evidence here is participation and programme-design data rather than demonstrated learning gains.
