Unified State Register of War Veterans & e-Veteran ID in Diia

Russia's full-scale invasion since February 2022 has rapidly grown Ukraine's population of war veterans, war-disabled people and bereaved families, all entitled to benefits that were historically verified through paper certificates — slow to issue and easily lost or damaged in a country under active attack.
With support from the US Department of State's Veterans Reintegration Program, IREX worked with Ukraine's Ministry of Veterans Affairs to build the Unified State Register of War Veterans, a digital e-registry allowing officials and, later, veterans themselves to verify veteran status and entitlements online instead of relying on physical paperwork.
In June 2024, Ukraine's Ministry of Digital Transformation, working with the Ministry of Veterans Affairs and UNDP's Diia Support Project (funded by Sweden), integrated the register into the national Diia mobile app as an e-Veteran ID, and later added a dedicated 'Veteran Pro' section, so people can claim free transport, medical care, education and other entitlements from their phones.
IREX reports that its original e-registry was used by over 215,000 veterans and family members, with 24,000 disabled veterans receiving financial support through the platform; Ukraine's Cabinet of Ministers has since reported that more than 300,000 people use the e-Veteran ID in Diia, out of over 1 million people eligible. IREX's wider Veterans Reintegration Program, independently evaluated between March 2022 and February 2023, also funded a Hard Skills programme giving $500 IT and vocational-training scholarships to 183 veterans, and distributed $5 million in grants to 33 local organisations supporting over 250,000 veterans and family members.
