With a population of about 12,000, Nauru is one of USP's smallest member states, and its campus is focused on teacher and business education rather than research or technology programmes -- making it a limit case for whether an AI-ethics policy drafted at USP's Fiji headquarters can be meaningfully applied to a micro-state teacher-training campus with modest digital infrastructure.
