Description

The University of the South Pacific (USP) is jointly owned by 12 Pacific Island states, including Tuvalu. USP's Tuvalu Campus, based in Funafuti, is one of the smallest in the network: it teaches roughly 330 students each semester, drawn from all nine of Tuvalu's atolls and islands, with most degree-level students studying online because in-person tutors are not always available on outer islands, according to campus learning specialist Isikeli Naqaya (Asia Pacific Report, 29 January 2024). Because most Tuvaluan USP students already study in USP's online systems, any AI features embedded there reach this population directly, making Tuvalu's atoll-dispersed, connectivity-constrained student body a practical test case for whether a policy drafted at USP's Fiji headquarters can be applied fairly across its smallest and most remote member states.
