EE00The University of Tartu's Centre for Entrepreneurship and Innovation runs a spin-off programme helping researchers, staff and students turn knowledge-based business ideas into university-affiliated companies. Successful applicants receive development support of up to €10,000, structured in six-month phases over a maximum of three years, and around half of applicants have already drawn on a separate Proof-of-Concept fund that has paid out €900,000 to 31 projects since 2019.
By the university's own count, UT has produced 57 active spin-offs (about three a year), employing 500 people with combined annual turnover exceeding €50 million, up from 55 spin-offs and €39 million turnover in a 2018 snapshot, and from 200 spin-off jobs in 2006 to 460 by 2018. Independent research on Estonian university spin-offs found the picture more mixed nationally: only around 30% of active spin-offs have substantial economic activity, with about 70% remaining small 'one-professor firms' offering services rather than scaling products, and university managers reported technology-transfer staff often lacked the specialised expertise to support spin-offs through later-stage development.
The programme is best read as a long-running, institutionally embedded research-to-market pipeline rather than a high-growth accelerator.
