Utvei — Digital School Platform for Norwegian Prisons

Utvei ("way out") is a digital learning platform developed jointly by Norway's Correctional Service Directorate (Kriminalomsorgsdirektoratet) and county education authorities to give incarcerated students access to ICT tools comparable to mainstream schools. It provides a restricted version of Microsoft Teams and Office 365 plus a curated list of roughly 170 whitelisted educational websites — dictionaries, encyclopaedias, GeoGebra, coding tutorials, news and career-guidance material — covering vocational training, languages, sciences and reintegration support, replacing the older "Desktop for skolen" system.

The platform responds to findings from Norway's Office of the Auditor General (Riksrevisjonen), whose October 2022 report on health, education and welfare services for prisoners found school-place coverage ranging from just 17% (Verdal fengsel) to 90% across facilities, only 30–60% of inmates participating in any education, and rated the state's compensation for inmates' lack of digital access as a "serious" gap. Utvei was piloted from 28 February 2024 at the school unit inside Agder fengsel, Mandal avdeling — described by Agder county's education director as "unique in Norway, and likely also internationally" — with several more prisons subsequently joining and a national rollout intended, including faster deployment to women's prisons.

The Norwegian prisoners'-interest organisation Fangeforeningen has criticised screen-recording functionality introduced alongside Utvei, arguing it turns the classroom — previously a rare refuge from prison surveillance — into what it calls a "digital glass house," and warning of potential mission creep if security-purpose data were repurposed for investigations. No published participant counts, device numbers, or completion/outcome metrics specific to Utvei were found as of the most recent sources; the coverage and participation figures above describe the pre-Utvei baseline documented by Riksrevisjonen, not program-specific outcomes.
