Vietnam Women's Union Savings & Credit Groups — Mass-Organisation Microfinance for Rural Women

Since 1992, the Vietnam Women's Union has organised village-level Savings and Credit Groups channelling collateral-free loans to rural women via its TYM microfinance arm and state rural-finance programmes, reaching hundreds of thousands of borrowers and nearly 1.5 million loans.

Context

Since 1992 the Vietnam Women's Union has delivered microfinance to rural women through village-level Savings and Credit Groups of 5-60 members, managing group formation and loan discipline while the Vietnam Bank for Social Policies and Agribank disburse capital; its own institution TYM became a State Bank-licensed microfinance institution in 2010.

Results

The World Bank-backed Second Vietnam Rural Finance Program (US$298 million) financed roughly 10,000 jobs with women representing 35% of borrowers, and TYM alone has disbursed close to 1.5 million loans over 28 years. A peer-reviewed panel-data study associates microfinance participation with measurable poverty reduction, though effects vary by region and rigorous randomised evidence is limited.
