Vietnam's National AI Curriculum Pilot — Resolution 71 and MOET's Four-Pillar AI Competency Framework

In August 2025 Vietnam's Politburo issued Resolution 71, mandating digital transformation and AI adoption across the national education system. Acting on that mandate, the Ministry of Education and Training (MOET) built a four-pillar AI competency framework -- human-centred thinking, AI ethics, AI techniques and applications, and AI system design -- and used it to design a pilot programme for grades 1 to 12, running from December 2025 to May 2026 in selected schools, with results due for review and refinement in June 2026 before any wider rollout decision.
The framework is tiered by age: primary and lower-secondary pupils (roughly grades 6-9) are introduced to AI through image- and voice-recognition applications while building awareness of personal data protection; upper-secondary students move to AI system design, more advanced problem-solving, and technology career pathways. Content is integrated into existing subjects, special topics or AI clubs rather than added as extra curriculum load, and the pilot also tests AI tools for teachers in lesson planning, classroom management and assessment.
MOET states an explicit equity aim -- ensuring access 'especially in disadvantaged regions' -- and experts quoted in Vietnamese press stress a 'careful, safe, and age-appropriate roadmap' rather than a rushed rollout. A pre-pilot national survey of more than 11,000 students in early 2024 found 87% were already aware of AI applications in education, alongside gaps in equipment, technology and teacher guidance that the pilot is meant to address.
As of this record, the programme is a policy-mandated, government-run pilot with a defined evaluation date rather than a practice with published outcome data: MOET's June 2026 review of pilot results had not yet been published in available reporting, so there is no evidence yet of actual learning gains, teacher-capability change or equity impact -- only the intent, design and pre-pilot baseline survey.
