Context
Examines the evolution of Swedish women's entrepreneurship policy (WEP) from the early 1990s to 2015, during a period when Sweden adopted neoliberal economic policies.

To understand, through Nancy Fraser's redistribution/recognition/displacement framework, how and why the goals of Swedish WEP shifted from promoting a more equal society to unlocking women's entrepreneurial potential for economic growth.

Discourse analysis of Swedish women's entrepreneurship policy texts over two decades, identifying two distinct discourses and three discursive displacements.
Results
WEP shifted from an initial radical-feminist discourse calling for women's collective action to a postfeminist neoliberal discourse encouraging individual entrepreneurship, market competition and economic-growth contribution.
Conclusions
The shift obscured structural problems and solutions and rendered collective feminist action less relevant, while women business owners' subordination continued despite two decades of policy investment.
