Description

In the 1990s Zurich adopted what became known as the 'historic parking compromise': the number of downtown parking spaces was fixed, and any surface space removed had to be replaced underground. A 2014 City Monitor piece dates the cap to 1996 and notes that new underground garages often freed street space, while supply stayed 'stubbornly constant' in a growing city; it cites no hard data on modal outcomes.
In 2021 the city council repealed the compromise; the transport master plan allows downtown parking to fall up to 10% below the 1990 level, and the city plans to convert roughly 9,000–11,000 surface spaces over 10–15 years to green space, bike paths and pedestrian zones. On 14 June 2026 city voters rejected, 84,185 to 57,894 (turnout just under 61%), an SVP/FDP/Mitte-backed initiative that would have allowed surface parking on public land to be removed only if the same number of public spaces remained in the same district.
Caveat: no official count of downtown spaces removed since 1990 or controlled evaluation of the cap's effects was found; sources give plan figures and qualitative accounts. The case is valuable mainly as a documented, long-running parking-governance experiment and its political afterlife.
