Rwanda has implemented several evidence-backed gender and digital inclusion initiatives. Rwanda's Land Tenure Regularization Programme achieved near-universal land titling by 2013 and found female-headed households were roughly 19 percentage points more likely to invest in soil and water conservation than male-headed ones. Rwanda's Constitutional Gender Quota and Gender Monitoring Office raised women's parliamentary representation from under 25% before 2003 to 63.8% by 2024—the world's highest. Bandebereho, a couples' education programme, reduced intimate-partner violence from 57% to 33% among women in the intervention group 21 months after delivery, sustained at six-year follow-up. The Digital Ambassadors Programme trained 1,567,034 citizens and increased public e-service adoption from 30% to 73% across all 30 districts.
