What works in Palau

Palau has invested in critical digital infrastructure and conservation funding mechanisms to serve its small population of roughly 18,000–20,000 people. A $25 million ADB-financed submarine fibre-optic cable commissioned in 2017 replaced satellite links and achieved more than a tenfold capacity increase, enabling nationwide 4G with download speeds up to 72 Mbps and supporting e-government and telehealth services. A statutory $100 Pristine Paradise Environmental Fee, levied on every visitor since 2018, has raised over $13 million between 2012 and 2019, funding 88 staff who manage 39 protected areas (29 marine, 10 terrestrial) across all 16 states, though fee revenue covers only around 58% of documented annual management costs. A February 2021 UNDP-led disaster-risk-management training workshop built capacity among 42 responders (21 women, 21 men) to integrate gender, age, disability and cultural considerations, though no published outcome evaluation of downstream practice changes exists.
