BE10ENABEL's (Belgian Development Agency) 2019-2023 Gender Strategy Paper reconfirms and updates DGD's 2016 'Gender in the Belgian Development Cooperation' strategy, building on the two-sided approach first set out in BTC's 2010-2014 gender strategy.
To achieve women's empowerment and gender equality through two complementary levels of action: (1) transversal gender mainstreaming to change unequal structures throughout the whole programming cycle and across all sectors, and (2) specific actions targeting the priorities and needs of women and girls (legislation, policy development, research, dedicated projects/programmes), with dedicated budget lines or a set percentage of budget assigned to gender.
Transversal mainstreaming is expected to produce more structural and sustainable, if less immediately visible, results, while targeted actions are easier to implement and generate more tangible results even with limited budgets; the strategy treats the two approaches as complementary rather than mutually exclusive.
