Auckland Council's 2019 Urban Ngahere (urban forest) Strategy targets 30% average canopy across urban Auckland by 2050, with every local board above 15%. LiDAR surveys show cover flat at about 18% (18.3% in 2013, 18.4% in 2016–18), with losses concentrated on private land.

Description

Auckland Council adopted the Urban Ngahere Strategy in 2019. It aims for an average of 30% tree canopy cover across the urban area, with every local board above 15%, and it is delivered through local-board ngahere action plans.
Canopy is monitored with LiDAR. Council analyses report average urban cover of about 18.3% in 2013 and 18.4% in the 2016–2018 survey, so cover was essentially unchanged. Local boards range from roughly 8% (Māngere-Ōtāhuhu, 8.3% in 2021 report) to about 30% (Kaipātiki), which exposes a strong equity gradient between wealthier and lower-income areas.
Council material reports that gains came mainly on public land and road corridors, while the majority of removals took place on private property: a Waitematā Local Board analysis for 2006–2016 attributed 65% of canopy loss to private land versus 16% to public parkland. Changes to the Resource Management Act in 2012 removed councils' ability to apply general (blanket) tree protection rules, limiting the regulatory tools available.
Caveat: the evidence is council-produced and covers canopy extent only; no measured carbon, biodiversity, cooling or stormwater outcomes are reported, and the 2013 to 2016/18 comparison is short relative to a 2050 target. It is a well-monitored but not yet demonstrably successful programme.
