Description

Bairros Saudáveis (Healthy Neighbourhoods) is a Portuguese national programme in force since July 2020 that funds 100% of the costs of local projects promoting health and quality of life in vulnerable communities across mainland Portugal. Eligible applicants are associations, cooperatives, NGOs, civic movements and residents' organisations. National coordinator: Helena Roseta.
The budget is €10 million (€7m from the Recovery and Resilience Plan, €2.1m from the Fundo Ambiental, €0.9m from the Health Ministry's Secretaria-Geral). The call drew 774 proposals; a jury approved 246 projects (96 in Lisbon and Tagus Valley, 71 North, 35 Centre, 27 Alentejo, 17 Algarve), 69 of them in interior territories. By November 2021, 234 funding protocols had been signed and 189 projects had received a first tranche (€3.82m, 38% of the budget).
Implementation was slower than planned: the end date moved from April 2022 to December 2022 and then to 30 April 2023, because tranche payments depended on accountability reports. In November 2022 the government set up a 13-member working group to check execution; the second reports cover more than 1,500 activities and 11,000 expenses. The coordinator calls results 'extraordinary' and regional forums asked for a second edition, but no independent outcome evaluation with impact indicators had been published at the time of research. Lessons: small, rapid grants reach grassroots groups, yet payment-by-report rules created delays for small promoters.
