Description

Djibouti's Ministry of National Education and Vocational Training (MENFOP) set a 2025-2029 strategic action plan built around REATIC (Renforcement de l'Enseignement-Apprentissage par les TIC), which includes generative-AI adoption in schools. Before any classroom rollout, the ministry needed its own supervisory corps — inspectors and pedagogical advisors — trained and able to guide teachers responsibly.
From October 2025 to January 2026, MENFOP, the OIF's Regional Francophone Centre for Africa (CREFA, hosted in Djibouti), and InnoVAI Djibouti jointly ran seven training sessions for 42 inspectors and pedagogical advisors, covering technical, pedagogical and ethical competencies in generative AI. A certification ceremony was held at CREFA on 25 January 2026.
Participants produced concrete outputs during training: AI-assisted lesson plans, automated evaluation grids, multimedia instructional materials, and MENFOP's first Ethical Charter governing AI use within the ministry. The programme's existence and outputs are corroborated independently both by OIF's own programme communications and by Djibouti's national education ministry.
This is a train-the-trainer initiative: no classroom-level student-outcome data exists yet, since the 42 participants are supervisory staff, not classroom teachers. The announced roadmap — expanding to 200 pedagogical advisors, creating a dedicated AI expertise unit within MENFOP, and establishing a formal AI regulatory framework — remains a stated plan rather than a completed deliverable.
