Croatia's 'Vouchers for Digitalisation' programme signed 2,016 grants worth €10.6M to SMEs for digital marketing, cybersecurity, AI-readiness and strategy work, funded through the EU-backed National Recovery and Resilience Plan.
HR05Croatia's Ministry of Economy and implementing agency HAMAG-BICRO ran 'Vouceri za digitalizaciju' (Vouchers for Digitalisation) in three application rounds between June 2023 and April 2024, financed with a dedicated EUR 9.95 million allocation from Croatia's EU-funded National Recovery and Resilience Plan (NPOO).
The scheme covered five tracks: digital marketing, complex digital solutions, digital transformation strategy, cybersecurity diagnostics and digital-skills training, with individual vouchers ranging from EUR 9,990 to EUR 19,900 depending on track.
By completion, 2,016 vouchers were signed with beneficiaries, distributing EUR 10.6 million against 3,912 project proposals. Regionally, awards were concentrated in the City of Zagreb (42% of granted value) versus 18-22% in each of Croatia's other three NUTS2 regions. A separate EUR 27.3 million 'Grants for Digitalisation' measure is credited by the European Commission with helping lift Croatian enterprise AI adoption from 7.89% (2023) to 11.76% (2024).
