South Korea's premier R&D cluster in Daejeon — 3,063 tenants, 99,715 employees, 131,644 cumulative patents and 2,057 technology transfers (INNOPOLIS official data, Dec 2024), with the Innopolis model replicated across five national zones.
Daedeok Innopolis began as Daedeok Science Town in 1973 and was redesignated under the Special Act on the Promotion of Innopolis Zones (2005), which created the INNOPOLIS Foundation (Korea Innovation Foundation) — a government-backed body tasked with commercialising research output from publicly funded institutes.
The knowledge-transfer mechanism is explicit and structured: government-funded research institutes conduct basic and applied research, while the Innopolis Foundation facilitates technology transfer agreements, spin-off company designation and venture incubation.
As of December 2024, the zone hosts 3,063 tenants: 27 government research institutes including ETRI, IBS, KRIBB and KRICT, 7 universities including KAIST, and 2,952 companies, with a total workforce of 99,715 people, including 45,239 researchers and engineers (19,037 with doctorates).
Cumulative to Dec 2024: 92,601 domestic patents plus 39,043 overseas patents (131,644 total registered); 2,057 technology transfer agreements executed; technology transfer fees totalling KRW 139.7 billion (~USD 104 million); 545 research-institute spin-off companies established; 147 high-tech research companies designated. Annual corporate sales reached KRW 27.5 trillion (~USD 20 billion) and annual R&D expenditure KRW 9.9 trillion (~USD 7.4 billion).
Transferability is formally documented: the Innopolis model has been replicated across South Korea, with Gwangju, Busan, Daegu and Incheon each designated as Innopolis zones governed by the same Foundation and legislation.
