Context
Approved by the World Bank in March 2018 with a $50 million IDA credit plus $7 million additional financing in January 2024, Digital CASA - Kyrgyz Republic expanded affordable broadband, connected public institutions and built a government cloud across mountainous Kyrgyzstan, overseen by the Ministry of Digital Development with Kyrgyztelecom executing. Early implementation stalled badly over procurement disputes - documented openly by independent Kyrgyz media - before government intervention revived the project.
Results
Kyrgyztelecom announced completion in February 2025: more than 3,000 km of fibre-optic lines across all seven regions, 30+ backbone nodes supporting up to 200 Gbps, distribution networks in 200+ settlements, 21 government IT systems from seven agencies migrated to the new G-Cloud, and nearly 4,000 schools, clinics, libraries and local administrations connected, with a target of affordable internet for more than 800,000 citizens and 57% national penetration.
