Context

Digital Inclusion asbl is a Luxembourg-based nonprofit founded in February 2016 by Isabelle Mousset and Patrick de la Hamette, after they observed refugees arriving in Luxembourg in 2015 with strong skills but limited access to digital equipment, facing language and cultural barriers. Patrick began collecting and donating computers to refugees, while Isabelle organised distribution and helped with online administrative procedures; demand led them to found the association and extend its scope beyond refugees to all vulnerable people in Luxembourg.

Objectives

To make information technology accessible to everyone (digital communication, technical equipment, digital literacy), to promote social inclusion through digital technology, and to take environmental action by recycling and repairing digital equipment.

Activities

Distribution of donated/recycled computers and home internet access to vulnerable people; creative technology activities bringing together locals and new arrivals; a computer-assisted learning platform; and a computer recycling and repair programme. The Oeuvre Nationale de Secours Grande-Duchesse Charlotte covers material costs and funds two staff (a project manager and an IT technician); the US Embassy in Luxembourg provides additional funding for spare parts for the recycling programme.

Implementation

Indicative cost
Low (< €50k) — No budget figures are given; cost_band inferred as low given the local, single-municipality scope (Esch-Sur-Alzette), two funded staff, and reliance on donated/recycled equipment.
Time to results
Long (> 3 years) — Founded February 2016 and described as Ongoing with no end date — banded as long given continuous operation since founding.
Staffing & skills
Project manager (funded by Oeuvre Nationale de Secours Grande-Duchesse Charlotte), IT technician (funded by Oeuvre Nationale de Secours Grande-Duchesse Charlotte)

Conditions for success

  • Core funding from Oeuvre Nationale de Secours Grande-Duchesse Charlotte covering material costs and two staff salaries
