Description

Dubai's wastewater treatment capacity has grown sharply — the Jebel Ali plant alone expanded from about 137 million m³ a year in 2008 to 383 million m³ by 2019 — and the emirate's three main plants (Jebel Ali phases 1 and 2, and Warsan) now produce a combined 700,000 m³ of treated effluent a day. In 2019, Dubai Municipality reported reaching zero discharge of wastewater to the environment, the first authority in the region to do so, with treated effluent reused rather than released.
Reuse for irrigation grew from 91 million m³ (66% of output) in 2008 to 232 million m³ irrigating some 6,250 hectares of landscaped and afforested land by 2019, covering parks, roadside greening and forestry. Because desalinated water costs an estimated US$3.20/m³ versus roughly US$0.51/m³ for recycled water, the Arab Water Council estimates the substitution saves the emirate on the order of US$690 million a year that would otherwise go to desalination for irrigation.
The practice is not without caveats: seawater seepage into Dubai's sewer network has pushed raw wastewater salinity up to 3,000–4,000 parts per million, and studies flag risks from organic pollutants and heavy metals accumulating in soil and groundwater under long-term reuse — prompting a 2020 feasibility study into managed aquifer recharge as a safer storage route. Reuse is now a formal national target: the UAE Water Security Strategy 2036, launched by the Ministry of Energy and Infrastructure, calls for treated-water reuse to reach 95% alongside a 21% cut in total water demand.
