Estonia's Government Office runs Eesti.ai, approving 15 public-sector AI projects by April 2026 atop 130+ existing deployments. OECD's own review says adoption still "remains concentrated" in ICT, and total budget was unconfirmed as of the source date.
Estonia's Government Office (Riigikantselei) runs Eesti.ai, a national programme to scale artificial intelligence across the public sector and wider economy, led by a dedicated Government Office AI team working with a cross-ministerial working group and an Advisory Board chaired by Bolt co-founder Markus Villig.
The programme states an ambition to 'double the value of work in Estonia by 2035', targeting 25% economic growth within five years and 50% within ten, and aims to close a gap it has identified itself: Estonian civil servants report high personal AI use but low adoption of officially sanctioned enterprise AI tools.
As of April 2026, Eesti.ai had approved 15 high-impact projects covering AI-skills development, testing new solutions, export capacity and public-sector efficiency, building on more than 130 AI-related projects already implemented across Estonian public institutions (including automated transcription in courts and Parliament, and AI-enabled environmental monitoring). A companion '10 käsku' plan lists government tasks where AI use is intended to become mandatory, and centrally-funded AI tool licences are being rolled out to civil servants.
Total programme funding was still 'to be confirmed in spring–summer 2026' as of publication, and an independent OECD review credits the 130+ project base and the Bürokratt citizen-chatbot network but cautions that AI adoption remains concentrated in specific use cases and sectors such as ICT, with limited integration into core public-sector business operations.
